以溫州市域鐵路 S3 線項目為例，秉持 “讓圍擋成為風(fēng)景，讓文明徜徉在大街小巷” 的理念，通過 “小圍擋” 展示 “大文明”，發(fā)揮 “大作為”。在規(guī)劃先行方面，積極增強(qiáng)與周邊項目互動，組織學(xué)習(xí)交流，借鑒先進(jìn)經(jīng)驗，加強(qiáng)城市圍擋規(guī)范化與景觀化。同時，緊密結(jié)合建設(shè)單位對建筑工地圍擋的要求以及項目自身實際情況，進(jìn)行內(nèi)化革新，探索出更契合本項目的圍擋模式。在標(biāo)準(zhǔn)實施階段，為將圍擋工作做實做精，專門制定《溫州市軌道交通工程施工現(xiàn)場圍擋圖集》，對圍擋的外觀設(shè)計進(jìn)行全面統(tǒng)一規(guī)范，涵蓋圍擋高度及立柱間距、材質(zhì)規(guī)格、施工要求、構(gòu)造做法、貼圖等標(biāo)準(zhǔn)。分系列進(jìn)行系統(tǒng)規(guī)劃設(shè)計，讓圍擋 “活” 起來也靚起來，既適合遠(yuǎn)觀欣賞整體美感，又經(jīng)得起細(xì)細(xì)品味其中細(xì)節(jié)。圍擋內(nèi)容嚴(yán)格按照 “1 + 1 + 1 + 1 + 1” 的模式呈現(xiàn)，即 1 個強(qiáng)城行動宣傳，1 個品質(zhì)工程宣傳，1 個黨建文化宣傳，1 個企業(yè)文化宣傳，1 個城市文明宣傳，從多個維度豐富圍擋內(nèi)涵。在專業(yè)管理層面，組建由經(jīng)驗豐富的管理人員構(gòu)成的圍擋整治工作組，建立日常巡查制度，明確維護(hù)責(zé)任人，每周至少開展一次圍擋巡查，建立圍擋管理臺賬。對存在問題的圍擋，如老化褪色、污染破損、脫落等情況，做到及時發(fā)現(xiàn)、及時維護(hù)、及時更換，保證工地圍擋宣傳始終符合要求。

Taking the S3 line project of Wenzhou City Railway as an example, adhering to the concept of "making fences become scenery and letting civilization wander in the streets and alleys", we showcase "great civilization" through "small fences" and make great achievements. In terms of planning, actively enhance interaction with surrounding projects, organize learning and exchange, draw on advanced experience, and strengthen the standardization and landscape of urban enclosures. At the same time, closely integrating the requirements of the construction unit for the construction site enclosure and the actual situation of the project itself, we will carry out internal innovation and explore a more suitable enclosure mode for this project. In the standard implementation stage, in order to make the enclosure work more solid and precise, a "Wenzhou Rail Transit Engineering Construction Site Enclosure Atlas" was specially formulated to comprehensively and uniformly standardize the appearance design of the enclosure, covering standards such as enclosure height and column spacing, material specifications, construction requirements, construction methods, textures, etc. Systematic planning and design are carried out in series to make the fence "lively" and beautiful, suitable for both viewing and appreciating the overall beauty from a distance, and able to withstand careful consideration of the details. The content of the enclosure is strictly presented in the "1+1+1+1+1" mode, which includes 1 strong city action promotion, 1 quality engineering promotion, 1 party building culture promotion, 1 corporate culture promotion, and 1 city civilization promotion, enriching the connotation of the enclosure from multiple dimensions. At the professional management level, establish a fence rectification working group composed of experienced management personnel, establish a daily inspection system, clarify maintenance responsibilities, conduct fence inspections at least once a week, and establish a fence management ledger. For problematic enclosures such as aging, fading, pollution damage, and detachment, timely detection, maintenance, and replacement should be carried out to ensure that the construction site enclosure publicity always meets the requirements.
